What is SB 710?

SB 710 (Chapter 823, Statutes of 2023) directs Caltrans to convene a regional planning task force to evaluate and make recommendations for the SR 710 stub. The goal is to develop a community-informed reuse strategy by the end of 2025.

Why the SR 710 stub matters:

The SR 710 extension was officially canceled in 2018, leaving behind a segment of unused freeway infrastructure in Alhambra and Los Angeles. This has led to unresolved issues related to traffic, access, land use, and community connectivity. SB 710 provides a framework for resolving those issues collaboratively.

The Task Force includes representatives from:

  • City of Alhambra

  • City of Los Angeles (including a local resident)

  • County of Los Angeles

  • Cal State LA

  • Caltrans

  • LA Metro

  • LADOT

  • Community organizations

  • Local business and workforce groups
